Even if they added a way to craft duplicates of the specialization weapons, chances are it would still require the same materials as any other ascended weapon. Elite specializations are new ways to play your class, they unlock a new weapon, new traits and a new mechanic, that's aprt of the horizontal progression of the game. Instead unlocking more and more levels, lvl 80 is the max always and you only unlock different ways to play, but with ~similar power.
